
Parks System Master Plan
About the Master Plan
The Williams County Park System Master Plan provides the necessary framework for Williams County to implement strategic improvements that will be of greatest benefit to the community and will identify future funding necessary to improve the system in terms of infrastructure, staffing, operations and maintenance.
Implementation of the Parks Master Plan has begun with improvements and upgrades planned for Lookout Park and Kota Ray Dam. Construction updates will be posted to this page as timelines and plans are solidified.
Williams County has selected AGL Landscape Architects as the implementation architect and JE Dunn as the Construction Manager at Risk (CMAR).
Projects
Blacktail Dam
Construction at Blacktail Dam began in mid-May 2025. The park will remain open in a limited capacity. Visit the Blacktail Dam webpage for up-to-date information.

Kota Ray Dam - Reopening Memorial Day Weekend
Construction at Kota Ray Dam began in June 2024 and will reopen to the public on Friday, May 23, 2025.

Master Plan
The Williams County Park System Master Plan was completed by WSB in 2022. The plan was developed with extensive public input, which was collected through a survey, stakeholder meetings, open houses, and events conducted over the summer months in 2021. The original plan serves as the basis for the scoping and design of the actual park plans for implementation.
