The Williams County Planning and Zoning Division has recently received two applications related to the disposal of Technologically Enhanced Naturally Occurring Radioactive Material (TENORM). WISCO, Inc and Secure Energy Services USA, LLC have each submitted an application to amend their existing Conditional Use Permit (CUP) for their Special Waste Landfills in operation. The amendment would allow them to accept and dispose of a limited amount of TENORM waste as defined by state law. The WISCO, Inc. facility is located in Sublot 2, NW EX ST of Section 26, T154N R104W in Round Prairie Township and the Secure Energy Services USA, LLC facility is located SE4 of Section 36, T157N R101W in Blacktail Township.

The applications will be reviewed by the Williams County Planning and Zoning Commission during their regular meeting on Thursday, June 17, 2021, at 6:00 pm in the Williams County Commission Room (206 Broadway, lower level) and a public hearing will be held. Williams County is the permitting authority for the location and zoning of such facility. Through a separate process, the ND Department of Environmental Quality is the authority for radioactive materials licensing and solid waste management permitting.

Due to public interest on this topic, Williams County would like to ensure that residents are aware that Planning and Zoning Commission meetings are public, and that public comments are accepted. The meeting agenda and information on how to submit public comment can be found at https://bit.ly/3w2VmoJ. The meeting will also be live streamed for public viewing.

Unless the applications are tabled during the June 17th Planning and Zoning meeting, the Planning and Zoning Commission will make a recommendation about the applications and then send them to the Board of County Commissioners for final approval during their next regularly scheduled meeting (June 29th at 8 am).
